Overview

The Northern Territory Indigenous Business Network (NTIBN) is establishing a pre-qualified panel of Aboriginal consultants to deliver governance, leadership and organisational capability support to Aboriginal organisations across the Northern Territory under the BlakBoard Initiative.

This is a targeted, two-year funded program with immediate demand and a strong focus on Aboriginal-led delivery, speed to market and on-the-ground impact.

NTIBN is seeking to engage credible, experienced practitioners who can deliver high-quality, culturally grounded advisory and implementation support - particularly in regional and remote contexts.

The BlakBoard Initiative

The BlakBoard Initiative (BBI) is a deliberate investment in Aboriginal governance and leadership capability.

  • The BlakBoard as a place of knowledge transfer and capability building

  • Our Blak Boards who are the Aboriginal leaders responsible for decision-making, accountability and direction

This initiative recognises that strong Boards are central to strong organisations, and strong organisations are critical to economic participation and self-determination.

BlakBoard is not advisory in theory - it is about practical uplift, embedded support and measurable outcomes.

This initiative is unapologetically Aboriginal-owned, Aboriginal-led and fit for purpose.

Panel Purpose

The panel will provide NTIBN with access to a network of qualified Aboriginal consultants who can be deployed to deliver:

  • Governance and Board advisory

  • Organisational development and systems uplift

  • Leadership capability and mentoring

  • Secretariat and operational support

  • On-Country facilitation and engagement

Engagements may range from short-term targeted assignments through to ongoing embedded support.

What Organisations Require

Across the Territory there is a consistent demand for hands-on, implementation-focused support, including:

  • Establishing and strengthening governance frameworks and compliance systems

  • Supporting Board performance, structure and decision-making

  • Building organisational capability, systems and internal processes

  • Supporting new, transitioning or under-pressure organisations

  • Delivering core governance functions (AGMs, Board processes, secretariat)

  • Providing ongoing, trusted advisory support

This is not transactional consulting - organisations require trusted operators who can work alongside them and deliver outcomes in real time.

Consultant Profile

NTIBN is seeking consultants who can demonstrate:

  • Proven experience in governance, leadership, organisational development or business management

  • Strong track record working with Aboriginal organisations, Boards and communities

  • Ability to deliver practical, fit-for-purpose solutions in complex environments

  • Experience working in regional and remote contexts

  • Capacity to travel and deliver on Country

  • Professional credibility, sound judgement and ability to build trust quickly

Submission Requirements

Interested consultants are invited to submit a capability statement (maximum 2 pages) or EOI addressing the following:

1. Consultant Profile

  • Name, business entity (if applicable), ABN

  • Location and service footprint

  • Key personnel (if applicable)

2. Relevant Experience

  • Summary of experience in governance, leadership and/or organisational support

  • Experience working with Aboriginal organisations and Boards

  • Examples of similar engagements (include outcomes achieved)

3. Service Offering

  • Areas of expertise and services you can deliver

  • Approach to delivering support Leadership, Management and Governance support

  • Any specialist capability (e.g. systems, facilitation, financial oversight)

4. Delivery Capability

  • Geographic areas you can service

  • Capability to travel (including remote)

  • Availability and ability to mobilise

5. Cultural Approach

  • How you ensure your work is culturally appropriate, respectful and effective

  • Approach to working with Boards and community leadership

6. Referees

  • At least two relevant referees (organisation, role, contact details)

  1. All applications are strictly confidential and will be handled in accordance with NTIBN privacy and confidentiality standards. Successful applicants will be engaged under NTIBN consultancy agreements.

  2. Submissions must be provided in PDF format (maximum 2 pages) and emailed to: sharnap@ntibn.com.au

  3. Closing date: 1 May 2026

  4. Shortlisted applicants may be invited to participate in a follow-up discussion. All applicants will be notified of the outcome.

  5. Successful consultants will be appointed to the NTIBN BlakBoard Panel and engaged as opportunities arise across the two-year program.
